The most important measures taken in 2016 and envisaged in 2017

-    The area of spatial planning and building construction (very high priority)

Changes in spatial planning and construction legislation, establishement of a system for construction administrative acts recording, implementation of the project eProstor - eSpace (Government strategic project No. 6.2).

A comprehensive reform of spatial planning and construction legislation is currently being carried out, aimed at simplification of procedures for planning and construction of buildings, enacting flexible mechanisms for planning and permitting of facilities that will provide a safer environment for investmens, quality of spatial development, elimination of the reasons for occurrence of illegal constructions, eliminating administrative barriers and implementring the principle "one-stop shop". As part of the Spatial Information System (PIS), a system for recording administrative acts in the field of construction (building permits, operating permits) was established. The system is implemented in all administrative units and in the Ministry of the Environment and Spatial Planning. Data on building and operating permits issued from 1. 6. 2015 are available in one place. In 2016, the Ministry of the Environment and Spatial Planning started the project eGraditev (eConstruction) and other projects under the program eProstor, all  funded under the cohesion policy funds by 2020. Citizens and legal entities will be enabled e-services in the process of obtaining a building permit and registration of real estate, municipalities and the Ministry will be able use electronic services in preparation of planning documents (ePlan - ePlanning). Access to spatial data will stimulate economic growth and improve the quality of existing databases, in particular their location placement.


-    Renovation of the regulated professions (Government strategic project No. 10)

In the area of deregulation, the reduction of identified regulations on activities and professions is continuing. For the best possible simplification of the existing rules and the conditions for the commercial activity a salesperson and sales manager profession has been deregulated. By eliminating the education requirement self-employment opportunities increased, which has a positive effect on the number of the unemployed not meeting the formal requirements, but they have the knowledge, skills and experience. For employees flexibility in job search, career opportunities and self-employment is increased and the business environment for family businesses and social entrepreneurship has improved. The project is implemented in accordance with the planned timetable for 2016 and 2017 in individual areas and line ministries. The project is led by the Ministry of Economic Development and Technology in cooperation with the Government Project Office.

-    Better regulation

The introduction of SME tests - regulatory impact assessment on the economy
The purpose of the introduction of SME test is to improve the process of rulemaking with all the necessary accompanying processes. The whole process is supported with adequate information technology and extensive trainings of civil servants. The assessments started on the 1 June 2016 for all laws which shall be adopted according to a regular procedure. The role of the »guardian« of the regulatory impact assessment on the economy has been given to the Ministry of Economic Development and Technology, which will verify the adequacy of the assessments made at the level of the individual law in the stage of inter-ministerial coordination.

-    The reduction of administrative burdens in the business area and the introduction of new digital solutions for business entities

Introduction of systematic evaluation of the impact of measures through Single collection of measures

We conduct evaluations of a minimum 10 measures per year from the Single Document to ensure regular evaluation of the effects and reduction of regulatory burdens. The evaluated effects of 146 measures in the period of 2009 - 2015 are 365 million EUR of reduction of regulatory burdens for business entities and citizens.

VEM for business entities (Government strategic project No. 6.3)

-    Management of compulsory social insurance through e-VEM. From 01.01.2016 all liable persons (business entities), either natural or legal persons (sole proprietors, persons engaged in an occupational activity, companies, institutions, state administration bodies, etc.), recorded in the Slovenian Business Register are obligated to manage social insurance via e-VEM system. The result are more than 1 million new electronic procedures on an annual basis and the savings in the amount of EUR 6.4 million for businesses on an annual basis.
-    Electronic support to the process of wage compensation of temporaray absence from work (1. 10. 2016). This year, a solution for the electronic submission of the request for reimbursement of salary has been established. It will pursue positive user experience from the compulsory social insurance - mandatory electronic submission via the one stop shop portal e-VEM. In addition to many benefits that this solution brings, the assessment of savings for businesses and other entities was made with more than 800.000 EUR on an annual basis (in case of direct delivery from data records the savings are estimated to more than 1.4 million EUR on annual basis) and more than 36 000 work hours.
-    Electronic submission of the request for deployment of the employee to work abroad - A1 form. 120.000 applications per year, which is currently being carried out by paper path is now available in electronic form.

Simplification in the field of tourism (e-tourism) - E-reporting in the field of tourism

With a view to reliesing business subjects of statistical and other reportin, to rationalizing the work of all users and to ensuring better quality of collected data, the data will be transmitted only once. The Residence Registration Act and the Restaurants Act are being adopted by the National Assembly. The introduction of a single entry point for one time reporting to all authorities bring savings estimated to 400.000 EUR for businesses and 150.000 EUR for public administration.

-    Tax restructuring

Activities are aimed at enhancing the competitiveness of the Slovenian economy by improving the business environment. The purpose of tax restructuring is to reduce the burden on labor costs, change of the income tax scale and a more favorable tax treatment of performance bonuses. The proposal was drafted after several months of coordination with various stakeholders. We are also continuing efforts to eliminate administrative barriers in the tax system (adoption of Tax Procedure Act). Key laws for tax restructuring were recently adopted by the National Assembly.
